Deputy Tased, Hogtied, Paraded Through Town

ROCKLAND, Maine — The Attorney General’s Office is investigating an incident in which a Knox County deputy sheriff was shocked with a Taser, hogtied and paraded around downtown Camden in the back of a pickup truck last summer.

“I can confirm that we are reviewing it for Sheriff [Donna] Dennison,” said Brian MacMaster, chief of the Investigation Division for the Office of Attorney General. “Beyond that, I can’t comment.

“We don’t comment on any of our investigations,” MacMaster added.

The weekly newspaper Village Soup obtained a video that shows approximately 10 men outdoors at what is believed to be a bachelor party when the Taser is used. The groom-to-be drops to the ground and the other men bind him before covering him with oil and feathers.

Dennison said the Taser didn’t come from the Sheriff’s Department. The agency doesn’t have any Tasers.

Interim County Administrator Jeffrey Northgraves said Monday that he, Dennison, Knox County Commissioners Mason Johnson and Anne Beebe-Center, jail administrator Maj. John Hinkley and Chief Deputy Ernest McIntosh were invited to the Village Soup office in Rockland on Thursday, April 10, to watch the video before it was released to the public.

“It was the first time any of us had seen it,” Northgraves said. “We didn’t think to ask how Village Soup acquired the video.”

Commissioner Johnson on Monday called the tape an “eye-opener.”

“The only comment I can make is that it was just a total surprise,” Johnson said. “I hardly even knew about the Taser in itself.

“I saw the film and saw how the fellow went down when they pulled the trigger,” he said. “It’s kind of scary. I don’t think it’s a device that would be used in any kind of formal party to celebrate any event with anybody.”

Johnson said the Taser should be used only in an emergency “to catch somebody.”

“That’s not a plaything, in my opinion,” Johnson said of the Taser.

He added that the party was something officials would have to “frown at, for safety and other reasons.”

Johnson said he understood that the deputy who was involved in the bachelor party is now working as a Maine state trooper.

According to an earlier Bangor Daily News story, a Taser is a powerful weapon that can fire 50,000 volts of electricity into a criminal. The Taser, an acronym for “Thomas A. Swift’s Electric Rifle,” named after the fictional teenage inventor and adventure character Tom Swift, is aimed with a red laser beam that fires two probes a distance of up to 21 feet from a replaceable cartridge.

More than 60 public safety agencies in Maine have Tasers, but their use is somewhat controversial to some who think it is a violent overreaction.

Amnesty International, a worldwide human rights group, has reviewed the cases of 152 people who have died in the United States after being shocked by a Taser. The organization has called for suspension of the use of Tasers and urged further studies of their effectiveness.

    Who cares $**t happens life goes on. It just looks like a bunch of guys having fun. No one was hurt and no one was complaining except for the person who turned this in. Tazers save more lives than they take so why is this even news.

    what else is there to do in Maine, I say they should taser all people coming through the tolls, take their money and send them home. Then have a big ol party, just no cameras

    I see many people (supposedly police) codemning the participants and making accusations about this being fueled by alcohol. What IF they only had one beer prior to the event? What if the poor victim was getting pay back, hadn't drank anything alcoholic and had his feet duct taped so it hindered his walking. Cop humor is different. Cops release stress in a variety of ways. No one was hurt. no crime. Not evena seat belt law violated. ( The load was secured and not able to fall out and hinder traffic.) Granted; this video hurts law enforcement by being published but they didn't release it...................... the media did. They didn't wear uniforms or even say anything about being cops.................. the media did. They didn't give up their lives when they put on a badge. I'M SURE they wish this didn't hurt LE agencies from acquiring Tasers in the future, but the video was released............................by the media. Think about the things you have done in the past and how the media can put a twist on it. The Taser part was on public property, the feathered part was in plain sight. Take out the taser and the parade wouldn't be new worthy. The private part was released........ by the media. (and possibly a disgruntled employee) Yea..... they should be prosceuted, quit, fired, hung, jailed.............right. I"M sure they apologize to all the perfect people who have NEVER done anything wrong. Waht were these guys thinking by joining a community of the perfect. To those who are perfect........... You need to get a life.................... and get laid once in a while.

    A little uptight aren't you TAUL. Goodluck selling the taser..the vid should help your sales if anything. It shows that it isn't lethal and that IT IS effective. Just look at the vid

    Trying to sell the use of Tasers to department heads or to a community is hard enough without officers like these using the Taser for improper uses. I am just glad it did not take place in my community. We work sooo hard to display professionalism and convince our community and it's leaders that we are in fact professionals. This behavior would get people fired from not only my department but all surrounding agencies as well.

    Yeaaaaahhhh, trishahedani can quote the code of ethics, but she isn't LE......sunshine48 gave em hell, but to what end? What do they see as illegal that I don't? Were the actions foolish, maybe, but WHO can claim to be perfect? NO ONE! If the actions were never video taped, no one would have known; hence no argument. The bachelor involved seemed to be a willing participant. Does it make LE look bad, maybe, to those who have no sense of humor or those who feel above "childish pranks".
