NYPD Disciplines White Officer who Stopped Black Commander

NEW YORK — A white police officer was disciplined for acting “in a discourteous manner” when he confronted a black motorist who turned out to be one of the highest-ranking commanders in the New York City Police Department, an agency spokesman said Saturday.

Chief Douglas Zeigler, the head of the NYPD’s Community Affairs Bureau and the highest uniformed black officer on the force, was off duty and sitting in his department-issued sport utility vehicle on a street in the borough of Queens on May 2 when two white police officers approached.

The encounter turned testy, and one of the officers tried to wrest open Zeigler’s door, even after the three-star chief had identified himself, police spokesman Paul Browne said.

“He dealt with the chief in a discourteous manner, which is unacceptable,” Browne said.

He did not provide details of why the officers decided to question Zeigler. The New York Daily News reported Saturday that Zeigler was parked near a fire hydrant and that one of the plainclothed officers spotted Zeigler’s service weapon inside the vehicle. Browne said he could not confirm whether the officers saw a gun.

He did not specify what discipline was taken by the department. The News said the officer was stripped of his gun and badge and placed on modified duty Friday.

The incident was reported as police are being criticized for stopping and frisking record numbers of pedestrians — about 145,000 in the first quarter of this year. The majority were black or Hispanic.

Zeigler has headed the Community Affairs Bureau since January 2006. His wife, Neldra Zeigler, is the NYPD’s deputy commissioner for equal employment opportunity.

The Rev. Al Sharpton, who has been leading demonstrations in the city to protest the acquittal of three police officers in the shooting death of an unarmed man as he left his bachelor party, took note of the Zeigler incident while speaking at his weekly rally in Harlem.

“You can’t make this stuff up!” he said. “The problem isn’t that they didn’t recognize him. It is that they don’t recognize our rights!”

Also, a New York man has filed a lawsuit claiming that he was taunted and falsely arrested by police officers after they learned that he had the same name as a West African immigrant shot to death by other officers in 1999.

Amadou Diallo said a group of officers confronted him over a broken headlight in February, then searched his vehicle for weapons.

Once the officers learned his name, it became “a source of much amusement, laughing and inappropriate joking amongst the officers, with crude and disgusting comments,” Diallo’s lawyer said in the suit.

Amadou Diallo was also the name of an unarmed immigrant killed in 1999 when four plainclothed officers, apparently mistakenly thinking he was reaching for a gun, fired 41 rounds in the doorway of a Bronx apartment building. The officers in that case were also acquitted of criminal charges.

    Did the Officer have a reasonable explanation for his behavior, and I certanly hope discourtesy is not the way he carries himself in all his dealings with the public.

    btfranks5009 I can go back and forth with you all day on this subject. I can also play devils advocate. The descriptions are not always exact and people can exit and enter the vehicle after the fact. The bottom line is these officers were in YOUR neighborhood trying to keep YOUR neighborhood safe. They put THEIR lives on the line to do so. The fact of the matter is every car and/or person they stop can maybe save another innocent persons life. Now YOU use the word "racism", but have yet to give any facts that would lead me to belive these officers acted in such a manner.

    The fact of the matter is the officer did run and look at the plate at the begining of the stop. Many NYPD unmarked Department vehicles come back as a "rented vehicle" and NOTHING to do with it being a police vehicle. So you are incorrect in your statement that "All issued vehicles have different plates and ontop of him showing a shield and ID card well that is just stupidity on their part."

    Did they not run the or look at the plate before getting out of their patrol car. Have to say that sounds bad on the officers part. If he was in a division issued vehicle right there the red flag should have gone off. All issued vehicles have different plates and ontop of him showing a shield and ID card well that is just stupidity on their part. How ever if he only stated he was on the job and his rank then shame on him as well, you should always have your id on you.

    Well to that from RetBxCop the BOGO was for a green saturn with 2hispanics and 2 black males I was in a grey honda with 4 black males with football the local High school football gear on im a reasonable guy but at times theres B.S. my uncles been HPD for years my mother put her life on the line for years and so did her sister all were LEO's and they all have been given the third degree by officers from other agencies it might not be racism but it does sure fit the description

    You really have to be kidding me. If this clown truly and properly IDed himself with a badge and ID card then I can't see how any cop could give a 3 star Chief a hard time. It's no suprise he hooked up with that a@#hole Sen. Adams (100 Blacks in LE that care). Read one article that improperly stated that he was a captain in the NYPD. He got fired (I mean forced to resign) at LT. pay after he made Cpt. He is a true racist, but I guess that doesn't really matter. But you could bet your ass NYers would be in an uproar if David Duke was up for PC. Glad I am off that Job!!!

    Hmmm. Doesn't matter what rank you are. When an we're doing are job and give ya a command you should follow it. Sounds like he's gotten a big head and felt he was above a simple "patrolman". One of them spotted a weapon. Saftey says, seperate the two till ya figure out the situation. Commander you are quite the POS. Once again the race card is out. What a load of BS
