Kevin Means has been a Tactical Flight Officer and Pilot for the San Diego, CA Police Department for many years. He is one of the closest things to an "expert" in FLIR (Forward Looking Infrared) operations that we have in Law Enforcement today. Through trial and error, Kevin has been instrumental in developing tactics for suspect apprehension using support aircraft. Kevin's book gives an excellent perspective of tactics that have proven to be effective in most cases. Kevin readily admits that the "success" of these tactics have only come about because of the severity of the "failures" throughout the years. This is a must-read for all air AND ground officers as it emphasizes the importance of the interaction between the two. Success only comes through good teamwork!
