I would love to leave my current employer for another agency, but there is a problem.  Our departed Chief and his departed henchperson (I still can't refer to him as a man), had it out for me for 4 years and filled up my personnel file with a bogus 5-day suspension, written reprimands and such.  I went to Arbitration and won, but it did create a paper tail.  I don't know what's fair game or not when they do a background on me.

The other thing being, is when they ask you if you have even been suspended, I have to explain my circumstances, which sounds like a yes/no answer, which makes me look guilty of something and no agency wants to take on another agency's problem child.
