Should repeat sex offenders be identified when they are released from jail on extended supervision orders? Does suppressing the offender’s identity strike the right balance between rehabilitation and protecting the public?

When a person serves a term of imprisonment, we generally regard them as having paid their debt to society.  However, when convicted sex offenders have served their sentence, the courts here in Victoria can place them on an extended supervision order (ESO).   The order only can be made if the person is assessed as being likely to reoffend.  While on an ESO, the person is controlled in where they can live and work; they must notify any proposed change of address or employment; they can be prevented from having contact with particular people or groups; they can be required to undergo medical treatment. I feel the purpose of any government is to protect its citizens -- not just one citizen but all its citizens.

The Victorian criminal justice system has just released into the community a man properly described by this newspaper as a child-sex monster.   He has been released anonymously with a court order banning the publication of his name or place of residence. Judge Frances Millane justified these suppression orders by stating that his prospects of rehabilitation must be protected.   If and when this monster reoffends, who will accept responsibility?

Will the Government say sorry to the child victim?   Will Judge Millane say sorry?

This means that the man could be living next door to you.   The choice is simple: do we protect our children or do we protect pedophiles?

Innocent victims pay the price of the crimes perpetrated against them for their entire lives.

Why shouldn't the offenders?  Community safety must be our priority.     If the system insists on releasing these dangerous pedophiles at least give the community a fighting chance to protect their kids.   He should never have been released in the first place.   It's not something we should have even countenanced.  If there is any doubt, don't let them out.

I don't think that anyone on the Earth has been able to figure out how to rehabilitate repeat sex offenders. I don't think that it is possible. There is something in their head that is totally screwed up and society MUST be protected against them. YES, identify them!

I'm not sure where I stand on this one. The term sex ofender is to general.  Pedifiles, yes brand them on the fore head as far as I'm concerned.  I have a good friend who was charged and convicted of a "sex" crime in Wyoming for scratching himself in a bar parking lot.  He lost his job as a teacher and is banned from ever teaching again.  Now he's a fire fighter..... go figure.

I agree that some times the term "sex offender" can be applied where it isn't appropriate. However, the question asked here war about "repeat sex offenders". I don't think that someone makes the same "mistake" twice.

Identified...castrated (I know it doesn't help with the whole mental/psychological part of it but it sure would be satisfying for the victims)...strung up in a public square in sub zero temperatures with no clothing and hosed down with ice water every 10 minutes....tied up like a present and given to the victim's family to do with what they see fit....

Repeat sex offenders should be identified by the smell of a rotting corpse.

Sex offenders are very unique in that they are not someone that you can stop with the threat of incarceration. They WILL do it again. Because of this fact we are perfectly correct to identify them publically so that everyone can keep a watch on them and never allow them the opportunity to ever do their crimes again.

Your giving a rotting corpse a bad name, but, these sex offender lowlifes, should be publicly identified.

You are so correct.  Preferential sexual offenders can not...I repeat CAN NOT ever be cured.  A very select few can  manage their addiction and they will tell you "don't leave me alone with children".   The nature of the addiction is repititious behavior.  They will not offend only once.  They should most certainly be identified and monitored by probation and parole for the rest of their lives.  I'm not saying that everyone of the sex offender registry should be...but your preferential sexual offenders should always be monitored, because if you don't...they will prey on a child again.

It seems that we are hearing of more and more female predators these days (especially school teachers). Don't know exactly what to do about them physically, but I would vote for castration on the males. Having "PERVERT" tattood across the forehead should be included. Of all the responses I've read, I like Odin's best.

Yes!!!

They should be made to wear a GIANT flashing neon sign stating, "I'm a sexual deviant." at all times while out in public.

Actually, they should be SHOT, or given life without parole, it's a proven epirical fact that they will not and cannot change, even if it looks as if they had.

I don't know what the heck epirical means but you're right, sex offenders cannot be rehabilitated that is fact, but I'd hate to just kill a sex offender, there has to be some sort of pain and suffering.

Not only should they be identified, they should also be sterilized, microchipped, and a bar code should be riveted to their foreheads.

To our Esteemed Sergeant Down Under et al.,

Here's a thought to consider whilst dealing with these "sterling pillars of the community".... One of the back-lash unintended consequences to Sex Offender Registrations, etc is that due to the various restrictions related to housing, many are becommming homeless.

Now, don't think that I give half a damn about their homeless status, but it DOES create something of a nightmare trying to keep track of them.... which was the original plan in the first place....

So until we as a society both here in the States, and elsewhere, come up with a successful plan on what to actually do with these miserable excuses for pond scum, we must continue to wrestle with the knowledge that these predators will continue to wreck havoc with society until their deaths.

There are plenty of places for them to live outside the radius statute allows. Ours just says they can't live within 1000 feet of a school, public playground, or registered daycare facility. They just have to live out in the county and it's their responsibility to keep up with the registry and probation and parole.

Here's a novel and original solution to that problem...deport all repeat offenders to Bikini Atoll, when the island becomes too overcrowded just conduct another nuclear test...overcrowding problem solved.

I have no concern at all for any pervert or sexual predator but we do need to change the method on how they classify 'sex offenders'. A 19 yr old boy talks his 17 yr 10 month old GF into having sex with him and is caught is considered a child rapist. A guy with a full bladder, (painfully full), with no bathroom around goes around the back of a building and takes a leak and a female or a kid walks by, suddenly he is a flasher or weeny wagger. I'm sorry but those guys are not sexual predators. Currently under the present law they are and that isn't right either. We need to get it right and get the right people ID'ed and then get their photo out there and tell what he did so we can act accordingly. As for these female teachers......damn, I just don't know. Most of them have been pretty damn hot down here in Florida. I don't by the claim that the poor boy is scarred for life. The little shit is running around bragging how he nailed the sexy hot English teacher!
