Tips for selling a DUI enforcement unit to a hesitant administration.

My department is one of the largest Sheriff's Departments in the state and the county has the highest DUI and speed related crash fatality rates in the state but my administration is still hesitant to establish a DUI enforcement/traffic unit to battle the rising problem.  The most often cited reason is manpower concerns.  I need some tips, from officers and/or admin personel that have been a part in establishing this type of unit, on the best way to sell this type of unit to a hesitant administration.  Keep in mind that, although progression has been pretty steady over the past 2 years, the current administration has been in offfice here for nearly 30 years running so that makes implimenting change a little more slow and tedious.  This is a very well run department but it's fairly slow to impliment any major changes.(I have to give my department major credit though for the new uniforms we just got. It was an excellent and long overdue change that boosted the morale of all it's certified officers.)  Anyway...any and all input will be greatly appreciated.  Thanks in advance!

If the stats you provided aren't enough to convinvce them, nothing probably will be however look into what grant money is available in your state towards DWI or DUI enforcement.  I know in NJ they provide money to pay for overtime details, checkpoints, equipment, etc. toward DWI enforcement based on the stats of the area and the amount of enforcement that particular department conducts.  Every DWI ticket issued in NJ, a certain portion goes into the DWI enforcement fund and then gets distributed back to the departments based on the above criteria.  I know departments that gotten enough funds to purchase an Alcotest machine and even a DWI enforcement vehicle on top of the pay for officers to do extra DWi patrols.  Usually when Admins here that they can get free money they are a little more willing to try it out.  Good luck and hope it helps you.

If your sheriff is ELECTED he can use that as his platform of making the COUNTY SAFER FOR ITS  CHILDREN AND CITIZENS. reduced the amount of crashs and injuries and reduce the loss of property. This will project a STAND TOUGH approach to the safety of the citizens.. Blah blah blah. Get where I am going here
