Has your department experienced any lay offs,  a hiring freeze or pay cuts?

Our department had a buyout. It was carefully orchestrated. The state is laying off 2011 people. The buy outs were primarily (in our department) offered to senior people. We are having a cadet class beginning in August.

Not at our department, but i do know Agents/Investigators with take home units that have to double up on shifts and were given a $90 fuel budget for each month.

We just averted layoffs a couple months ago, of 3 deputies.  The County cited a need to keep a high bond rating so they could take out a loan to build a new courthouse.  The reason that the layoffs were actually averted, besides a lot of help from the union, was that the three that were actually on the bubble held a lot of political sway with the Twp they work in, and the trustees put a lot of pressure on the county to keep them.   That said, when we were looking at all of this, we pulled a lot of financial reports and budgets from the county offices, who were all getting cut as well, and were more than happy to help.  Long/Short, the County has more money than they like to let on.  Everyone looks at the county's BUDGET when they look at the finances.  You need to look at the Cumulative Anual Financial Report (CAFR) which is the actual self-audite financial accounting for the county.  They're coming out about now around the state.  Our showed that instead of a $7.5 carryover in the general fund, we actually have a $12.8 balance!!  And they had an increase in capital holdings (stuff) of $2 million.  The more you can do to learn about the workings of county finance, the better.  I don't know if you are in danger of serious cuts or layoffs, but good luck if you are!

My department is now under a hiring freeze and the Authority announced there would be a pay freeze, increase in health care deductables and the want to do away with comp. time.  This was announced in the middle of contract talks with the FOP and AFSME union for other employees at the airport. They also want to cut a million from this years budget. No talk of lay offs ......yet.

Our Trustees are after our Chief to cut his budget, and there's talk that there will be no pay increase this year.  Budget woes are always at the forefront of a small township, and they never seem to notice the corilation between the low pay & our 45% turnover rate (we've lost 6 officers in the last 3 years)


Not bad for me personally, as I jumped way up in senority, lol.

We have to take a vote in the near future to forego our 3% contractual pay raise next year, if we vote not to, the city will reopen our contract and arbitration etc is on the horizon.  They claim to have to bridge a 13 million dollar shortfall for the '09 budget.  On top of that, we have the DOJ suing us and wanting a concent decree due to some alleged racial bias in our testing and promotions.  Mind you the federal courts have ruled in our favor on this issue in the past, but someone complained and now we are probably not going to be able to hire anyone for 2 to 3 years.


The city did offer early buy outs to other bargaining units, but not the Police or Fire.  The buyout for a full time employee would be $7500.00.  And they wondered why they were not lined up to take it.
