Any Dept.'s out there employ this technique?  We dive on the "bottom".  Theory... what we are looking for is usually there.  We drop in with 40lb. weight belts and go straight to the bottom.  In ESU we do shore based diving on tethered lines.  We do have underwater communications, usually each "Truck" has one set-up with (2) diver + lineman communication.  Or SCUBA team does all other diving...untethered either from a Harbor Launch or AirSea Rescue (aviation).

If I'm the first one in, I try to stay a bit above the lake bottom so as not to stir up the silt. Bouyancy balanced so if I want to sink to get a closer look, I just have to exhale. Habit carried over from instructing civiliam divers. I know what you're saying though...usually after the silt gets stirred up and vis goes to zero, I'm face down in the muck anyway.
