Major Incident Management & Guidelines
Ensure responder safety with personal protective measures and shielding as necessary.
1. Establish Command
2. Select and Set Up Command Post:
Neutral ground, outside inner perimeter or cold zone, but within security perimeter
Assess command post security
3. Ensure Scene Security:
Isolate area / deny entry
4. Assess Staging:
Provide, identify, designate safe staging location(s) for incoming units
5. Assess Emergency Egress Routes:
Position apparatus to facilitate rapid evacuation
If you must use emergency egress reassemble at designated rally point(s)
6. Designate Incident Safety Officer (see Incident Command Chart):
Ensure personal accountability system is in place
7. Consider Liaison or Public Information Officer Position(s)
8. Assess Decontamination Requirements:
Gross decontamination
Mass decontamination
9. Consider Need For Additional / Specialized
Resources:
Fire / EMS / HazMat
Law Enforcement / Explosive Ordinance Disposal (EOD)
Public Works / Public Health / Environmental
10. Consider event as a Potential Crime Scene:
Consider everything at site as potential evidence
Ensure coordination with law enforcement
11. Make Appropriate Notifications:
Update situation report
Hospitals / Utilities / Law Enforcement as appropriate
12. Prepare for Transition to Unified Command
13. Ensure Coordination for Communications:
Identify Needs
14. Order Resources
