1. Initial Screening:

Is there a written threat with the package?

Was there any other associated threat?

Is it part of another device such as an improvised explosive device?

Are there medical indications concerning a hazardous material exposure?

Excessive postage

Incorrect titles

Title but no name

Misspellings of common words

Excessive weight Oily stains, discolorations

Handwritten address

No return address

Strange odor

Visual distractions

Lopsided or uneven envelope

Protruding wire / aluminum foil

Ticking Sound “Personal” or “Confidential”

Is the recipient / victim a likely target of attack?

2. Response to Credible Anthrax Threats / WMD Devices:

Isolate and secure immediate area around substance

Contact: FBI, EOD, Fire, and HazMat

If powder is not contained — cover if possible

Consider shutting down HVAC system

Have responsible party / building maintenance supervisor available to assist emergency responders

Coordinate appropriate evacuation plan
